Relative Potency
Relative potency is a measure of the potency of the sample material in comparison with the reference material. Specifically it is the ratio of reference dose to sample dose required to produce an equivalent response. This is a requirement of the ICH Q6B which states.
"The results of biological assays should be expressed in units of activity calibrated against an international or national reference standard, when available and appropriate for the assay utilized. Where no such reference standard exists, a characterized in-house reference material should be established and assay results of production lots reported as in-house units."
Relative potency is only meaningful if the reference and sample dose-response curves are parallel.
